Land Emden had 39 polling places, 40 when the city of Emden was included. Leer 22 polling places, including the city of Leer. The county of Norden had 39 places including the city of Norden. Weener had 31 places, including the city of Weener. For the entire First Constituency, there were 132 polling places.
In the Second Constituency there were 105 polling places. Aurich, 31; Amt Stickhausen, 22; Amt Esens, 27; Wittmund, 23; plus city of Wilhelmshaven, plus city of Papenburg in the county of Aschendorf, Administrative District of Meppen.
